Position Summary:

As an Export Control Officer, you will be responsible for ensuring that the relevant framework as defined by corporate Export Control Rules & Procedures, Legal and the PSRA Export Control Team is in place and works effectively. The role takes part in the day-to-operations of the framework by ensuring that controlled products are recognized, upcoming shipments are screened, licenses are applied for, and relevant colleagues are trained.

  • Embeds and maintains compliance systems in partnership with businesses, functions and/or regions to manage overall risk with regard to export controls.
  • Executes, reports and manages export issue solving and projects within own scope

Key Accountabilities & Responsibilities:

Embed, execute, report, manage and improve export control on military and dual-use items in the business and/or region, and support other control regimes as required, including:

  • Risk Assessment: Identify risks of violating laws and regulations relating to exports and denied parties. Report risks to Group Leader Export Controls and persons responsible in business and/or region. Ensure appropriate actions are taken to mitigate the risks. Conduct annual risk assessment and evaluation of the effectiveness of the export control framework.
  • Network: Develop relationships with stakeholders in business and functions. Provide export control support to all areas, including R&D, Procurement, Sales and Logistics.
  • Awareness: Ensure export control rules are available to designated individuals in the business and ensure designated individuals have completed the relevant export control training. Take care of additional training of stakeholders.
  • Classification: Ensure all military and dual-use substances, materials and products and technology in the business are identified and classified. Maintain a classification registry. Organize identification and registration of substances, materials and products subject to other control regimes.
  • Licenses: Ensure export licenses are in place for the export of relevant substances, materials and products and technology in accordance with laws and regulations. Ensure licenses and related correspondence are adequately documented and maintained.
  • Legal developments: Stay abreast of export control and sanction laws and regulations relevant to the business.
  • AEB Operations: Ensure the AEB compliance screening tool is in place and functions effectively, flagging denied parties, sanctioned destinations and license requirements for new shipments.
  • Shipment review and approval: Seek approval from Group Leader Export Controls in accordance with the Sensitive Country Guidelines as necessary. Review shipments flagged by AEB. Block shipments that are not permitted under sanction and export regulations and report the block immediately to Group Leader Export Controls if the block should be maintained.
  • Record retention: Ensure records relating to export of controlled products are kept in accordance with regulations and internal rules.

  • Product development: Ensures that new or modified products are classified and that R&D and Marketing understand the impact of development choices on export restrictions.
  • Marketing & Communication: Ensures that products marketing and communications are in line with export control requirements, e.g. destination control statements, military approval references.
  • Information Management: Ensures the interfaces between SAP, AEB and other systems are working effectively.
  • Sales documentation: Ensures that sales documentation is in line with export control requirements, e.g. license references.
  • Contracts/EuS: Ensure that for the sale of controlled products contracts and/or terms & conditions are in place with suitable export control provisions and End-use Statements  as required.
  • Reporting: Periodically report to Group Leader Export Controls on the number and types of blocked shipments, number and types of licenses applied and denied, new products classified or classifications changed and risks and vulnerabilities in the export control framework.
  • Irregularities reporting: Immediately report any irregularities to Group Leader Export Controls.
  • Support: Provide support to business contacts and the Export Control Team as required. Support other businesses or regions to cover absence of another Export Control Officer.
  • Continuous improvement: self-assess the control framework, report deviations to Group Leader Export Controls and coordinate corrective action.
