Job Purpose

The Regional Head of Accounting Operations is a finance leader who is the linking pin within the operational model (liaising with all relevant stakeholders: Commercial and ISC navigators, FP&A, RAC, ACD and beyond) to meet the AN strategic and operational goals for retained R2R, Finance and AN as a whole and who leads the R2R team in the accounting center. The Regional Head of Accounting Operations is a finance leader who is the linking pin within the operational model (liaising with all relevant stakeholders: Commercial and ISC navigators, FP&A, RAC, ACD and beyond) to meet the AN strategic and operational goals for retained R2R, Finance and AN as a whole and who leads the R2R team in the accounting center. 

In this role, the Regional Head of accounting operations has 2 key roles
1.    The regional accounting controller role for the region which has a pivotal role to ensure consistent high quality and timely group / business and statutory reporting in the assigned region. 
2.    The regional Process Delivery Lead R2R role, which is responsible for the operations of R2R  (E2E)

Key Objectives

•    R2R process ownership and manage interactions with other processes and stakeholders
•    Owning legal and reporting entities as will be assigned
•    Accounting Leadership 
•    Business partnering for all relevant Accounting activities to relevant stakeholders
•    Specific (BU / Region and / or) local accountabilities / responsibilities
•    Ensure control and compliance as per defined framework
•    Lead the R2R team & activities in the Regional Accounting Center 
•    Accountable for quality of record to report processes in the region
•    Achieve structural breakthrough in process delivery quality & process harmonization
•    Achieve benchmark employee engagement and high performing team
•    Drive CI( level 3)
•    Coordinate with shared services (BPO / Captive ) & Accounting Controllers  to ensure smooth running of R2R operations 
•    Manages the operational R2R activities in a region.
•    Monitor and ensure robust internal control 
•    Implement Accounting policies and processes 
•    Responsible for Audit 
•    Ensure control and compliance as per defined framework

Key Activities-Part 1

Record 2 Report (R2R) process ownership 
•    Pro-actively constantly monitor the quality of the balance sheet and statement of income for the respective reporting entities in collaboration with the Business Navigators (Commercial and ISC), FP&A, Functional Controllers on global/regional/local level, RAC, GBS/Infosys etc. 
•    Keep fully informed on all relevant developments in the Commercial and ISC organizations, determine the accounting impact (if any) and ensure such developments are properly reflected in the figures and on the Accounting Issue Tracker
•    Co-sign F-LOR
•    Accountable for the periodic month reporting (by local units) within the region and to ACD FR to ensure quality of reporting
•    Assist ACD-FR for the region and the assigned BU; coordinate regional / BU wide projects and Q&A as needed
•    Co- develop specific guidelines across company one set of minimum requirements for the balance sheet review to ensure that meets the requirements of the accounting controller and ACD FR. 
•    Ensure compliance with IFRS, webFEM, local and statutory and fiscal requirements within the region 
•    Responsible as first point of contact on accounting topics for the (finance) organization 

Leadership
•    Develop and improve leadership, business partnering and accounting capabilities of the accounting controllers in the region by providing (technical training)
•    Drive standardization in the retained accounting processes and standards within the (retained) finance organization and across AN 
•    Participate in programs led by the GPDLs and ATD to reduce complexity by standardization (in the RACs), reduction of legal entities 
•    Periodically review the quality of Accounting Controllers (and, as applicable, their staff), maintain the required quality levels, ensure a proper bench is in place and actively manage careers of Accounting Controllers 

Business partner stakeholder/ Continuous improvement
•    Take initiative and responsibility for strategic and tactical decision making on how to continuously improve the retained Fin ops processes by interacting with other processes and functions(corporate accounting, RAC’s, navigator, retained accounting) in the region/across the countries.
•    Proactively inform the relevant stakeholders on the outcome of the balance sheet review and indicate potential risk and opportunities on treatments, processes or interactions to ensure a BS and P&L with the proper level of quality.
•    Responsible for IFRS accounting business partnering role towards the reporting entities and ensure WebFEM compliance and legal compliance in general 
•    Prioritize and (facilitate to) embed the change in close cooperation with the relevant stakeholders as part of the wider finance improvement plan
•    Initiate and Implement cross departmental improvements within the finance (also the interaction with the other finops processes) for the region and bring these to the attention of the Head of Finance Operations and other Regional Accounting Controllers for worldwide implementation
 

Key Activities-Part 2

Specific country responsibilities 
•    Accountable / Responsible for the review, signing and filing of the statutory reporting (statutory reporting, direct tax, indirect tax) of the relevant legal entities within the region 
•    Accountable for managing the internal, external and tax audits for the entities within their regions; in close cooperation with the local Accounting Controllers and ATD (for tax audits)
•    Accountable for the contact with experts (pension, tax, internal and external auditors) to ensure that the RAC obtains the accurate and complete information to produce in a timely manner the correct information for reporting and / or external parties 
•    Accountable for the sign off / review of the internal related processes:  ROCK (Accounting controls as applicable – none other), authorization matrix (entity and jv’s),system request) to ensure adherence to specific local legislation

Leading the regional accounting center
•    Set up/manage the regional accounting center
•    Accountable for quality of record to report processes in the region
•    Achieve structural breakthrough in process delivery quality & process harmonization
•    Achieve benchmark employee engagement and high performing team
•    Recruit the regional accounting team 
•    Build and maintain strong executive relationship with the group controlling and / finance teams, tax, treasury organizations as well as other functional leaders.
•    Coordinates and assign work to R2R team to meet deadlines 
•    Advises on general accounting activities 
•    Responsible consolidation of regional legal entity statements and local statutory reporting 
•    Provides technical guidance and assistance across the defined region and business regarding IFRS and local GAAP 
•    Complies with company rules and regulations 
•    Drives standardization and quality in balance sheet reconciliation 
•    Monitors service delivery 
•    Communicate with GBS on performance, new developments, info requests, WEB Fem application and approval of specific entries. 
•    Helps with local authorities and internal / external auditors 
•    Involve specialists in specific accounting topics where expertise is required 
•    Identifies recurring issues for process improvement and supports change 
•    Harmonizes and documents processes 
 

Experiences

General
•    Accounting professional with at least 12-15 years of relevant work experience within finance (of which at least a significant part in accounting and reporting). Significant relevant work experience in (transactional) accounting (e.g., R2R payables, receivables, cash)
•    A master degree in Finance or Accounting (where required a registered Accountant with valid CPA or similar certification)
•    Extensive shared services leadership experience, ideally in R2R
•    Extensive experience with continuous improvement, process harmonization and driving service quality improvement
•    Experience with set up regional accounting center, recruitment and monitor daily operations. 
•    Experience with managing operations teams

•    Able to work with deadlines and pressure, e.g., during month closing

•    Proven track record in being resourceful: capable of analyzing complex processes and issues under severe time pressure (from theory to practice and vice versa – strategy to operations) and bring solutions and suggestions to business teams for finance, accounting and the underlying processes and principles
•    Clear communicator – proactively and effectively communication with finance and business leadership
•    People manager with the ability to build strong (indirect) teams and (indirectly) lead and inspire others

Skills
•    Good analytical skills
•    In depth knowledge in financial accounting (accounting processes, IFRS , webFEM)
•    Practical experience in identifying and structuring departments / processes and helping to facilitate the CI department in the RACs to attain the goals set out for the operating model within accounting
•    Good knowledge of accounting in ERP systems, preferably SAP 
•    Fluent in local language & English, both verbal as well as in writing
