Treasury Manager

Job Purpose

•    Implement global Treasury guidelines, and in response to evolving internal and external environments continuously optimize and enhance the Company’s policy framework.
执行资金部的全球指导方针，根据不断变化的内部以及外部环境，不断优化以及完善公司的资金政策体系。
•    Maintain strong knowledge of Treasury-related laws, regulations, and policies; analyze the impact and work with relevant parties to ensure the Company’s compliance in Treasury matters.
熟悉与资金相关的政策法规，分析对企业经营的影响，保证企业的在资金方面的合规性。
•    Maintain effective working relationship with relevant regulatory authorities (including SAFE or similar local authorities and central bank), and provide support to related inquiries from business partners.  ad hoc inquiries from business partners. 
与相关监管机构 (外管或类似外汇监管机构及当地央行)保持良好的工作关系。对业务伙伴提出的与之有关的咨询提供支持。
•    Manage and optimize banking relationships to ensure the Company receives high-quality banking services, and appropriately monitor and control bank fees
管理并优化银行关系，确保企业得到优质的银行服务， 合理监管银行费用。
•    Proactively propose improvements to Treasury-related processes and lead the optimization of such processes
对与资金相关的流程主动提出方案，并且主导流程的优化。
•    Collaborate with Global Treasury, regional teams, and local entities to ensure efficient cash management and funding arrangements. 
与集团资金部，区域各相关团队，和当地企业合作，确保高效的现金管理和资金安排。
•    Identify Treasury-related needs within business in a timely manner and develop effective solutions. 
及时发现企业内部与资金相关的需求，并找到解决方案。

Job Responsibilities

Treasury Governance And Controls
•    Ensure adhere to AkzoNobel Treasury policies, guidelines, and internal control framework， and ensure effective implementation in daily operations. 
确保严格遵守AkzoNobel 的资金管理政策，指引及内部控制架构，并确保其在日常运营中得到有效执行。
•    Maintain Strong knowledge of China regulations related to treasury activities and assess their impact on business operations.
熟悉并掌握中国与资金管理相关的监管法规，并评估其对业务运营的影响
•    Support internal and external audits related to Treasury activities in China
支持并配合与中国资金管理相关的内部及外部审计工作

FX Management
•    Identify, monitor, analyze, and manage foreign exchange exposures in China 
负责识别，监控，分析并管理中国地区的外汇风险敞口。
•    Execute FX hedigng transactions in line with corporate treasury policies
按照集团资金管理政策执行外汇套期保值交易
•    Ensure compliance with SAFE and other regulatory requirements related to FX activities
确保外汇相关活动符合国家外汇管理局（SAFE）及其他监管机构的合规要求。

Cash Management And Corporate Finance
•    Responsible for cash management activities in China, including cash positioning, cash forecasting, and liquidity planning
负责中国地区的现金管理工作，包括现金头寸管理，现金流预测及流动性规划
•    Ensure optimal utilization of cash balances in compliance with Treasury policies and local regulatory requirements
在遵循资金管理政策及当地监管要求的前提下，确保资金的最优使用
•    Lead, monitor and execute cash investments, including Working capital and other investment portfolios. 
领导, 监督并执行现金投资活动，包括营运资金以及其他投资组合
•    Manage and optimize intercompany funding arrangements, cash pooling structures, and local financing structure as required
根据需要，管理并优化关联公司之间的资金安排，资金池结构及本地融资结构
•    Plan and execute capital related measures 
负责资本项下相关措施的规划与执行
•    Optimize bank account structure 
优化银行账户结构
•    Manage relationships with financial institutions/Banks, including negotiation and implementation of bank facilities, monitor bank services and address service quality issues.  Responsible for bank facility negotiation and implementation. Monitor bank service and address quality issues
管理并维护与金融机构/银的合作关系，包括银行授信的谈判与落地；持续监控银行服务质量并解决相关问题
•    Contribute to bank fee monitoring and optimization initiatives
参与并推动银行费用监控及优化相关工作
•    Provide technical and other Treasury-related support for mergers and acquisitions and other projects as needed. 
根据需要对并购或其他项目提供资金管理方面的技术或其他支持
•    Understand and manage appropriate accounting procedures and processes related to applied treasury instruments. 
理解并管理与所使用的资金工具相关的会计处理程序和流程

Trade Finance
•    Manage of bank guarantee, Letter of Credit (L/C), Bank Acceptance Draft (BAD), and other trade finance instruments in China, including responsibility for related trade finance facilities 
负责中国地区的银行保函，信用证(L/C), 银行承兑汇票(BAD)及其他贸易融资工具的管理，并对相关贸易融资额度承担责任
•    Support supply chain finance, customer finance, Bank Acceptance Draft (BAD) activities. 
支持供应链金融，客户融资以及银行承兑汇票的相关项目和业务

Business Partnering
•    Actively communicate and collaborate with internal stakeholders, including GBS functions,  BU commercial finance teams, Procurement, and other relevant departments
积极与各相关方进行沟通与协作，包括共享服务中心（GBS）各职能团队，业务单元(BU)财务团队，采购部门等。
•    Implement and continuous optimize End-to-End Treasury processes in collaboration with GBS 
与GBS合作，实施并持续优化端到端的资金管理流程
•    Provide Treasury related trainings to internal stakeholders
为内部的相关部门提供资金管理相关的培训

Experience

•    Working Experience: 8-10 years working experience in treasury function of multinational companies or banks
工作经历：8-10年在跨国企业或者银行的资金管理经验

•    Education: University degree (Bachelor/Master) in a major of finance or accounting, plus further professional qualifications. MBA/CFA is a plus
教育背景：金融或者会计专业毕业，MBA/CFA优先

•    Strong understanding of China-specific regulatory and banking environment
对中国相关的政策法律以及银行环境深入了解

•    Strong communication skills，fluent in both spoken and written English. Strong track record to work with cross-region, cross-culture, cross-function teams
具备出色的沟通能力，英语口语和书面表达流利；拥有与跨区域、跨文化、跨职能团队合作的良好经验和成功记录。

•    Self-motivated. Work independently. A strong team player, good at collaboration and business partnering skills.

•    Passionate to improve efficiency via automation solutions. Good at Power automate, Power Query, Power BI, etc.

•    Skills, Technical & Professional Knowledge: Microsoft Office, SAP, Power BI, Bloomberg, etc. Good at learning and willing to learn. Self-motivated and self-disciplined. Work independently and drive the projects/topics.
