Job Purpose

To contribute to the strategy and planning of activities within country
To plan and give direction to procurement activities within the country
To provide solid market information for decision taking
To provide input and challenge specs based on product/service market knowledge which could lead to a more advantage procurement strategy
To support country management on defining procurement strategy and spend area strategy where applicable

Key Accountabilities

To contribute to maximizing procurement goals for savings, efficiency and risk
To provide accurate management information
Purchase to Pay (Optional): To ensure a timely and efficient ‘purchase to pay’-process
People Management and development (optional): To ensure that personnel is engaged, deployable (quantitative and qualitative) and capable of realizing the (department/team) objectives

Key Activities

Is responsible for the local delivery of sourcing strategy
Contributes to regional or global sourcing strategies with local requirements
Is responsible for commercial negotiations only if delegated by a Sourcing Director
Is key-interface with local stakeholder; Supply Chain, RD&I, local Business team
Acts as the first escalation interface to handle local supplier issues
Leads the local change management which regards to QDCIS projects, supports and drives Value Engineering savings projects locally. Drives Material cost reduction initiatives locally
Manages local, plant specific suppliers
Contributes and leads local continuous improvement/ALPS projects, as well as HSE&S initiative/projects

Experience

Professional

Successful, minimum 2years track-record in Procurement and Supplier Management

Technical

Exceptional problem-solving and analytical skills (multiple complex analyses simultaneously)
Good planning/project management skills
Local language and excellent command of English (both writing and communicating), Mandarin/others will be an advantage point
Strong negotiation skills

Passion for reducing cost
Distinctive leadership
Comfortable with conflict, and respond constructively
Able to work in matrix environment (sourcing and procurement)
Able to get buy-in and commitment from both internal and external stakeholders
People management experience preferred

Education

Bachelor required (Master preferred)
