Job Purpose

1. Supporting Technical Services line management and whole regional commercial team, to deliver Health and Safety compliance, capability development, training, audit and organization HSES management system maturity improvements.

2. Development and implementation of Safety Improvement Plans (SIP), with the Marine and Protective Coatings businesses team in China/HK/TW region.

3. Health and safety capability improvement for the organization, leadership, HSES competency by TSR.

4. Contribute to the development of policies, procedures and guidelines, associated with the Technical Services function.

5. Communicate all relevant AN Corporate, BU Policies, Standards and Guidelines, and ensure that these are communicated to the appropriate commercial teams.

6. Compliance with internal and external ISO standard and procedure document, support internal and external ISO and sBU audit in TS department, support, follow up corrective/preventive actions raised in audit. 

Key Accountabilities

Commercial team Safety Improvement Plan and Performance

  • Direct support to regional commercial team, especial the technical Services on commercial HSE&S affairs.
  • Assist Technical Services Managers, to develop annual commercial Health and Safety Improvement Plans(SIP), ie. Awareness improvement, hazard/near miss reporting, training and validation, audit and process confirmation, BBS program and etc.
  • Proactively review with Technical Services Managers, appropriate steps and actions, to consistently improve the health and safety KPIs.

H&S Auditing- process confirmation

  • To coordinate Regional, Full Independent H&S Audits, in accordance with MPY BU GN49.
  • Review, monitor and support TS Managers, with “Intermediate” Audits (GN49).
  • Review H&S Audit performance for the Region and benchmark with other region.

H&S Training and Awareness improvement

  • Plan and conduct OHS Training to Technical Services/ commercial team as appropriate.
  • Support and ensure all TSM/TSRs have completed the relevant mandatory training modules (Technical Services, Health and Safety, Module 2).

H&S event reporting and management

  • Organize hazard / near miss reporting via Enablon Go by all commercial staff, collect and analysis the Hazard / Near Miss data for management team.
  • Support line management in investigation of TSR/Sales/Field Staff, incidents and accidents
  • Ensure that the AkzoNobel Enablon Go is utilized for reporting event (hazard, near miss, incident)

Global commercial HSES skill pool.

  • Participate as Regional Representative on the Global commercial HSES skill pool.
  • Liaise with Regional Technical Services Task Force (TSTF) Representative.
  • Attend and input to the MPY BU TS OSH specialist network across regions.

HSES common platform programs

  • Organize and support company annual HSES common platform programs execution in commercial team, ie. Hazard/ near miss reporting, BBS, Safety checklist at customer location and etc.
  • Regular follow up and report the progress of HSES common platform programs, support the execution.

TSD Quality and KPI management 

  • Assist TSD resource manage to maintain and improve quality management such as document/share folder controlling, instrument calibration, orientation training etc..
  • TSR monthly efficiency data collecting and analysis

Experience

  • University degree with background of chemistry, occupational safety.
  • Certain qualification on safety engineer per China country requirement, as Chinese Certified Safety Engineer.
  • At least 5 year working experience of field safety in project or chemical manufacturing site.
  • Good communication skill with ability of dealing with different type of people.
  • Be familiar with assurance management system, ISO & OHSAS.
  • Effective communication skills, fluent English as working language.
  • Good auditor skill, trainer skill
