Job Purpose

•    Develops engineering plan for the site based on strategic agenda and investment plans.
•    Develops, executes and/or manages engineering projects at the site to meet the proper efficiency, time, scope, budget, quality, and stakeholder satisfaction.
•    Advice on new business cases based on process modifications and/or modifications of existing operation.
•    Leader in solving equipment, process, and system problems at the site.
•    Identify opportunities and make suggestions for improvement in production process.
•    Perform Site Responsible Engineer as PSM champion.
•    Lead hazard study such as overall risk assessment, JSA and fire risk assessment, Hazop periodically.
•    Leader of inspection for equipment dealing with hazard chemical. 

Key Responsibilities

Functional excellence:
•    Define, prepare, lead, and execute projects, in line with business needs and project management methods and techniques, in order to deliver projects according to objectives.
•    Initiates projects and programs, defines scope and activities, leads decision taking and manages uncertainties and expectations of a varied group of stakeholders.
•    Performance root cause analysis, develop preventative maintenance plans and utilize predictive maintenance techniques to advise on appropriate maintenance planning on capital investments to ensure safety, quality, and reliability of site assets.
•    Functional excellence in local codes/standards, total productive maintenance, manufacturing support, problem solving, project management, BBS and Near Miss.
•    Executes applicable AkzoNobel policies, guidelines, processes, methodologies, working methods and systems such as LSR, Product stewardship, review life critical procedure and local regulation periodically.
•    Participates in and executes value improving practices (peer reviews, value engineering) and knowledge management (sharing, maintaining, updating information and best practices)

People Management:
•    Assessing maintenance staff competency levels versus requirements and identifying training/hiring needs. Ensure high utilization of staffs. 
•    Coaching and developing Engineering department personnel and holding them accountable for delivery of results.
•    Secures outsourcing to designated third party provider as needed and manages third party providers while on site.
•    Give the training regarding PSM, LSR, Life critical procedure, product stewardship to people who need to get.
•    Ensuring the application of all safety rules, Engineering personnel are aware of and employing safe working practices and promoting safety programs and behaviors.


Relation Management:
•    Conduct the conceptual design, development, cost estimation and optimization and modification of existing production processes by analyzing, advising and implementing integrated ensuring efficient and effective work processes, in accordance with HSE and operations guidelines, site infrastructure regulatory requirements and internal/international standards within project budget, in order to ensure efficient production processes and maximize the reliability, quality, safety, sustainability and efficiency of installations at the optimum level of costs.
•    Setting goals for maintenance performance through establishing KPIs
•    Build and maintain a network within AkzoNobel within HSE, ISC, CAPEX procurement.
•    Participate and lead the develop of an engineering community in the region.

Level of Autonomy

•    Leading CAPEX pjts on site
•    Team related approval – leaves/Grade and salary adjustments/ Bonus/OT
•    Workload and task assignment in the team
•    Permit to work (PTW) approval.

Examples

1.    Develop an investment plan to ensure the manufacturing capacity is safe, reliable, and sufficient based on expected demand & leading CAPEX pjts.
2.     Works as SRE (Site Responsible Engineers) required HSE&S standard 8. Review and apply PSM data to secure process safety, also have playing as an owner of SAQ Element-6, monitor the action plans.

· Project Experience (Change Management): Has hold a job as project member or led a functional project within the own unit
· People Management Experience: Has no or limited managerial experiences.
· Work Scope Experience: Has been exposed to working and impacting at 1 site.
· Management Team Experience: Has not been member of a MT

Qualifications/ Education:
Engineering (Chemical, mechanical, electrical etc.) background with university graduates


Business and/or Functional Skills/ Knowledge:
1.    Good understanding of chemical process and equipment
2.    Good understanding of Korean safety regulations. Strong safety process environment promoter.   
3.    Demonstrated strong leadership, people management and communication skills both in English.
4.    Demonstrated willingness and ability to muti-task between diverse demands and to manage change effectively with result orientation and customer focus.
5.    Good team leader and team player with training skills of developing sub-ordinates potential to achieve agreed department objectives.    
6.    Implementation Knowledge of PSM, SAQ, ISO and TPM. 
7.    Willing to go extra miles.


Experience:
1.    More than 5 years practical working experience in paint or chemical manufacturing industry preferred.
2.    Project management experience preferred.

Other Dimensions:
1.    Organization: The job holder will report directly to site manager
2.    Interfaces: A strong cooperation will be required with HSE&S Manager
